Allow custom Client groups access to Set Patch Policy

Right now when you create a custom Client Group that is not ALL Clients the user even with Superuser permissions cannot change the status of the patch in Approval Policy. When going to Approval Policy the option to choose IGNORE, APPROVE, etc is greyed out and the drop down is not accessible. Would like to see that custom Client Groups can still manage patch installs via Approval Policy and Management Workflow when assigned a custom Client group.
